Prior to the Mongol conquest, numerous empires had risen and fallen on the Eurasian steppes. Most of these nomad nations led similar lifestyles, but were different in other ways. Which one from the list do you think was the most advanced of all the steppe civilizations?

Uighurs were the literate people of the steppes. We know that even the mongols used them in state offices.

There are a number of votes that said "others", which ones? and why? The Uighurs indeed have a reputation of having developed a rather advanced, sedentary culture. Weren't the Volga Bulgars and the Khazars also sedentary? |

Yes that it true and, in fact, the Khazars not only became Jewish but provided refuge for Jews fleeing persecution. I am sure that impacted the khazars and their culture. In order to read the Torah and other Jewish Holy books I am sure they became literate fast. The Bulgars we all know became Orthodox Christians and they became literate under the influences of the Byzantines. |

The Khazars. In the Khazar's golden era, even the Sassanid Persians couldn't defeat them in the field, and had to rely on their fortresses.
Besides that, they were involved heavily in trade, very literate, Jewish, and fairly modern.

The Khazar Khaganate was the dam against the Caliphate in the northeast (through the Caucasus). Largely Jewish, mighty, tolerant and prosperous, they lasted until the Rus sailed down and destroyed them.
