Those are ancient names in middle east referring to Scythians and Cimmerians.

Gog was probably a Scythian commander who conquered Israel in the seventh century BC with the help of Cimmerians (Gomer), Medians and some other nations, the great Assyrian King Ashurbanipal (668-627 BC) mentions son of a prince of Sakhi with the name "Gagi", the interesting thing is that he doesn't call Scythians "Ashkuz" or "Ishkuz" but Saki/Sakhi which is similar to the Persian name of them "Saka", it is possible that by "Saki" he means "Sakkez", the capital of Scythians in Media, especially because Ashurbanipal mentions him in this region.

I think no one knows the exact historical fact about Gog, as I said that is just a probable theory.

the quran refers to gog magog in two surahs, one in surah al kahf and the other in surah al anbiya. In surah al kafh, the quran makes reference to the rightous king zulqarnain who travelled north and was asked by people who spoke a language he hardly understood to erect a wall between two mountains to protect the from gog magog who were terrorising them. The second surah, al anbiya refers to a town where the people who used to stay there will not return until gog magog is released tothe world.

The Quranic references could refer to a huge number of possibilities, over a huge period of time. I don't think we really have the tools to even start speculating.
