As pointed somewhere in the Late Byzantine Army thread, the vigla was not only a watchtower, but also the guard. It is a structure probably inherited from Antiquity (the origin of the term seems to be in the Latin vigilia)
Vigla is mentioned by Theophanes Confessor (Chronographia, year 6283). The Empress Irene sent the vigla droungarios (to me the text suggests it was only one vigla in the entire empire) to deal with a rebellion in the Armeniakon theme.
