could the colonies of ancient Greece be classed as a "Greek empire?" if not why ?

No, they werent unified nor even military colonies. The Athenians tried it and they lost.

No, they were established by merchants, not political systems. Moreover, the Greeks had a very strong local consciouness which easily separated them from other tribal groups/cities/kindoms, even their city of origin.
